The manual presents information on providing services to children with communication disorders in New York state. An initial chapter distinguishes educational handicaps from communication disorders and speech impairments. A section on general education speech and language remediation considers the teacher's role and school-based identification and remediation issues. Screening, referral, and evaluation considerations are then detailed for speech impaired and other handicapped children who require speech pathology services as special education. A section on specific services for students with speech impairments addresses individualized education program concerns, classification of handicapping conditions, related services, and resource and special class programs. Five case study summaries illustrate the range of speech and language difficulties within the public schools. (CL)
