Schools of Progress: Where We Are and Where We're Going. An Open Letter to the People of Tulsa.

Improvements in the public schools of Tulsa, Oklahoma, are reported in this document. Part 1, an introductory statement by the Oklahoma Superintendent of Schools, reviews successes in implementing a management-team approach to decentralizing decision making and improving the effectiveness of schools. Part 2 describes programs and policies that meet selected recommendations of the final report of the National Commission on Excellence in Education. Programs and policies address issues related to curriculum content, standards and expectations, time allocated for learning, teaching, leadership, and fiscal support. Part 3 offers conclusions and further recommendations. Appended are the text of the Commission's report and a report concerning the development of standards of acceptable student behavior. The latter report contains a statement of the philosophical position underlying policies related to the conduct of students in school, implementation guidelines for a plan to establish better standards of behavior, a list of suggestions for implementing rules, a list of classroom rules, a personal evaluation form designed to help children become better students, and a handout for parents intended to promote high expectations for children's instruction.
