This guide is intended to stimulate the interest of school administrators and to provide them with the management skills necessary to improve and initiate effective vocational education programs in their communities. It is divided into nine topic areas: introduction, federal legislation, certification, advisory committees, partnerships, promotion, student organizations, evaluation, and follow-up. Each area gives the reader a step-by-step approach for establishing and carrying out a plan for vocational education. An appendix, making up approximately one-half of the guide, contains resource materials; sample forms, questionnaires, plan formats, and evaluation forms; suggestions; press releases; brochures; and a resource list.
