Developed by member institutions of the Association for Community Based Education, this booklet identifies the performance standards and indicators of quality that apply specifically to community based, postsecondary institutions. The standards are grouped in four major sections, and each is followed by a brief rationale. Part I, covering mission and goals, presents standards related to mission statements; awareness and use of these statements; the development and review process; the linkage of individual and community development; and key issues such as economic development, constituency, and cooperative relationships. Part II focuses on organizational factors, including governance, administration, fiscal and personnel management, planning, community relations, and communications. Part III deals with programs and outcomes, addressing program design, the learning process, learning content, program support, and evaluation. Finally, part IV details standards related to information management, considering management information systems and categories of information such as learner characteristics, staff, governing boards, program characteristics, financial resources, fundraising, the community, and interorganizational arrangements.
