The manual is intended to help administrators evaluate special education programs. Information is organized according to 11 training activities designed for a one day inservice session. Introductory information reviews the purposes of training, and provides suggestions for trainers in planning, conducting, and following up the session. Activities are addressed in terms of the following information: training objective; time required; materials needed; method; introduction; and step-by-step procedures for completing the activity, including lead-ins for the succeeding activity. Activities deal with data collection; determination of sample size; special education enrollment comparisons; data analysis and decision making; reports; needs assessment and training evaluation; program evaluation theories; goals, objectives, and evaluation questions; and alternate sampling procedures.
