A Study of the Quality of the Preparation and Performance of Illinois Educational Personnel. Staff Recommendations.

As part of a study initiated by the Illinois State Board of Education to provide information on which to base personnel policy for the state's schools, this report presents staff recommendations for future state policy governing all certified educational personnel. Recommendations cover the essential areas of personnel programs, including (1) recruitment, (2) assessment of training programs for certification, (3) assessment of personnel by local districts, and (4) professional development opportunities. For each of the four areas of concern, the study reviews present policy and its impact on workers and summarizes the findings and suggestions of advisory panels. Moreover, each section identifies possible solutions, drawn from various sources, for the problems arising from present policies and then presents in serial form the staff's recommendations for State Board of Education consideration.
