The Emergency School Aid Act (ESAA) provides financial support to schools for desegregation efforts in Portland, Oregon. This project involves six elementary schools which plan and implement programs and activities to meet the needs of 3,394 students, 667 of whom are members of minorities. Under ESAA, each elementary school develops a program which includes student programs, staff training, and parental involvement components. This report reviews program achievements for the year 1981-82, and offers suggestions for determining progress in achieving the goals and objectives of the Emergency School Aid Basic Grant Project and effects of the ESAA projects on students, staff, and the community. Evaluation findings are based on data collected through interviews with teachers and principals; classroom teaching observations; and materials provided by ESAA teachers, the Parent Advisory Committee (PAC), and Parent Activity Managers (PAMs). Extensive appendices contain data on accomplishment of project outcomes, students to whom ESAA teachers provided direct services in reading and/or mathematics, student involvement in school classes/programs/activities, and analysis of student awards presented by a project school.
