Statewide Performance Guidelines for Oklahoma Public Libraries.

Intended for use by state library officials with policy responsibilities, this report presents a process for determining state levels of adequacy of public library services, measuring the current statewide performance, and planning statewide strategies for improving performance. Several facets of library service and resources are addressed, and criteria are delineated for various levels of service for communities of various sizes. A brief review of public library development in the United States and in Oklahoma focuses both on the role of public library standards and performance measurement, and on the role of state library agencies in fostering public library development. A discussion of statewide performance guidelines covers concepts of performance and adequacy, and guideline development. An overview of components of the performance measures developed for the project examines the process involved in their development, the assumptions underlying the measures, their scope, and their general applications. The most promising applications of the guidelines for the Oklahoma Department of Libraries (ODL) are then discussed more specifically. Finally, processes for assisting public libraries with local needs assessment and planning are outlined. An appendix describes procedures for systematically compiling and reporting local library data using data matrices, data graphs, and narrative reporting. (LMM)
