An international colloquium, held in Bucharest, Romania, in November, 1980, brought together educational researchers and persons responsible for educational policies and programs. They examined ways and means of making research more relevant to socioeconomic development and of increasing the internal effectiveness of education. Topics of discussion were: (1) who needs research in education and what kind of research; and (2) what are the main obstacles that prevent research from having a more decisive impact on educational systems. Also discussed were cooperation and communications between researchers and decision makers, planners, administrators, teachers, and parents in matters concerning: the determination of research priorities, the conduct of research activities, procedures for disseminating results, and strategies for making use of research findings. This monograph presents discussions on the main conclusions of the colloquium and suggestions for future action. Contributions from participants, who represented developed and developing nations, are included. Annexed are a list of documents generated by the colloquium and a list of participants. (JD)
