Provided are papers and speeches presented at the Seventh Annual American Association for the Advancement of Science (AAAS) Colloquium on Research and Development (R&D) Policy. Presenters included key representatives of Congress, the Reagan administration, government agencies, and those involved in industry and university R&D. Major areas addressed during the colloquium included: (1) Federal R&D: budgets, policies, outlooks; (2) changing climate for industrial R&D; (3) agency perspectives on R&D in the FY 1983 budget (including reports from the Department of Defense, Department of Energy, National Aeronautics and Space Administration, National Institutes of Health, and the National Science Foundation); and (4) R&D in the FY 1983 Budget: Impacts on Institutions. Addresses given by Margaret M. Heckler (U.S. House of Representatives), Paul E. Tsongas (U.S. Senate), and Harrison Schmitt (U.S. Senate) are also included.
