Whenever top-level officials in Latin American and Caribbean educational systems are approached, the topic of inservice teacher training is presented as a major priority. This paper outlines some ideas about the subject of inservice teacher training as a priority of educational systems in Latin American and Caribbean countries. The most frequent educational problems and the linkage that should exist between the educational systems and the national development efforts are briefly discussed. The technical guidelines for projects presented within the context of the Regional Program of Educational Development (PREDE), a program supported and implemented by the Organization of American States, are noted. Among PREDE's objectives are to: improve the quality of education, expand the educational systems, make basic education universal, revise curriculums, improve the methods of instruction-learning, plan investigations to identify problems, and improve and modernize the efforts of the educational systems. The paper also considers the importance of inservice teacher training; the rationale for and the conceptualization of inservice teacher training are also examined. The author points out the relationship between life-long education and teacher training. The paper concludes with some practical suggestions for organizing inservice teacher training programs.
