Meeting Learners' Needs Through Telecommunications: A Directory and Guide to Programs.

Seventy postsecondary programs that use one or more telecommunications technologies to serve learners are described, and current patterns and trends, and projections about future problems and possibilities, are discussed. The purpose of the guide is to encourage educators to focus attention on the educational problem before considering which, if any, electronic technology is appropriate. There is an emphasis on technological applications that address the educational needs of learners rather than administrative needs. In addition, programs that have a capacity to serve off-campus as well as on-campus students are emphasized. The guide is broad in scope, including most types of postsecondary organizations (i.e., colleges, universities, vocational/technical institutes, libraries, hospitals, professional associations); all forms of telecommunications technologies (audio, video, computer); and all educational levels (basic skills, undergraduate, graduate, professional, and adult continuing education). Additional contents include: highlights of each program; charts describing the educational missions and telecommunications technologies of different types of organizations; a glossary of technical terms; and index listings, which include organizations, programs, states, and academic subjects.
