Designed for use by employment skills training operators and educators, this report provides information on competency-based education (CBE) and its use in Illinois. First, some of the main features of CBE programs are outlined, i.e., their emphasis on the interests, needs, and strengths of students and on providing those skills that the student specifically needs. The next section defines CBE as a system whereby workers' tasks are identified and validated by an advisory committee; performance objectives are written and given to students prior to instruction; and criterion-referenced measures are developed related to objectives. This section also outlines the characteristics of a CBE program, explains a CBE curriculum development model, and identifies sources of information and assistance. Next, a listing is provided of all area secondary vocational education centers (ASVEC's) and community colleges in Illinois that offer CBE skills training, followed by in-depth case studies of the CBE programs at the DuPage Area Vocational Education Authority, the Vermilion Occupational-Technical Education Center, and the Stephenson Area Career Center. Finally, definitions of terms and a bibliography are provided. Appendices include samples of student competency sheets, learning guides, and evaluation forms; a goal (task) list; a sample certificate; survey materials; lists of ASVEC's and community colleges; and a description of a competency-based individualized vocational education project.
