Developing a Profile of the Continuing Education/Community Services Marketplace.

An analysis is presented of the application of the Fiscal Trend Monitoring System (FISM) to community services/community education programs. First, background material describes the FISM as an approach to monitoring the financial condition of a county, city, township, or other governmental body with taxing capacity and explains how it may be adapted to the community services marketplace. Next, questions to be addressed in developing a profile of the community services market are considered in terms of market measurement and forecasting, market segmentation, and consumer analysis. The report then discusses the objectives and use of demographic trend analysis in plotting trends with different types of available data. Guidelines are then presented for collecting the necessary external (e.g., census) and internal (e.g., college) data and for developing community and enrollment profiles. Finally, an example of the use of the trend analysis system by the Community College of Allegheny County is provided, which includes an examination of the Allegheny County profile and its impact on projected enrollments; reveals trends in enrollment figures and their implications for the future; and explores the interrelationship between enrollment and county demography. Tables providing trend data for Allegheny County are presented. (HB)
