Program development rules and regulations for Texas state colleges and universities are presented, including criteria for approval for new degrees at the baccalaureate, master's, and doctoral levels. Attention is also directed to: request for new academic degree programs and administrative changes; approval of less-than-baccalaureate programs in senior institutions; approval of off-campus and out-of-district instruction for public colleges and universities; approval of academic courses for state appropriations to public community colleges; open-circuit television courses offered for credit by public higher education institutions; private degree-granting institutions operating in Texas; operation of off-campus educational units of public senior colleges and universities; approval and operation of community/junior college branch campuses; guidelines on approval of course inventories for public senior institutions; and offering small classes by public senior colleges and universities. In addition, information is presented on grants for community service programs, uniform grade-point calculation for graduate and professional schools, and transfer curricula for public junior/community colleges.
