This manual describes details for organizing and implementing the Homebound/Cluster-ABE (adult basic education) delivery system designed to serve two to eight students in community-based settings. Participants are persons bound to communities by social, economic, emotional, or physical problems. Settings include participants' homes, local schools, social service agencies, chruches, libraries, and community centers. The first of 10 chapters provides an overview of staff training and tutorial techniques for implementation of the program. Chapter 2 discusses program promotion, including procedures used to select and set up sites and the rationale for determining the type of ABE delivery system to use. Location of Homebound/Cluster-ABE units is considered in chapter 3. Discussion in chapter 4 focuses on procedures to reach and recruit students into the program effectively. Chapter 5 discusses the logistics of arranging schedules to use staff and materials most effectively. In chapter 6, job descriptions that define roles and responsibilities of administrators, coordinating teachers, teacher aides, and students are provided. Chapter 7 presents a discussion of the personal motivations of enrollees. Management of the Homebound/Cluster-ABE operation is presented in chapter 8. Chapter 9 provides various data used in statistical reports and demonstrates methods used to compile records. The final chapter offers suggestions for adaptations of all the previous material for smaller school districts. (YLB)
