In the third comprehensive Utah Statewide Educational Assessment Program, the public elementary and secondary education system is analyzed regarding factors which influence student and school characteristics, classification and demographic measures of the educational process in the schools and classroom, and instructional approaches and techniques for student achievement. The accountability function of the program includes measures of student outcomes in intellectual, emotional, social, aesthetic and productive maturity as goals of educational attainment. The goal results are discussed on the state and school level with descriptions of the measurement instruments, including their development and administration. The basic descriptive and research-oriented results for the entire state are presented with reports to the schools on mathematics and reading achievement tests included in the assessment program. An Enjoyment of School Scale administered to fifth and eleventh grade students is discussed and the educational process measures are described in relationship to key outcome measures. A summary and recommendations review the overall changes since 1978. (CM)
