Report of the Advisory Task Force for Program Accountability in the Wichita Public Schools.

A desire for greater accountability in the basic skills areas in the Wichita (Kansas) Public Schools led the board of education to establish a 58-member task force to study the situation. This document comprises the final reports of subcommittees in six areas of investigation: reading, mathematics, social studies, written composition, vocational education, and testing and evaluation. Each report responds to the following five charges made by the board of education: (1) study and report on current methods for measuring educational quality in the district; (2) report on the validity of current measurement tools and on how those tools can be improved; (3) state in quantitative terms what the current measurements reveal about the district's educational system; (4) recommend accountability goals that the district should seek over the next few years; and (5) determine who is responsible for qualitative education and what is being done to hold them accountable at each level in the district. Appendices include a program accountability model, a listing of resource materials, and minority reports. (Author/PGD)
