The Transition of Severely Handicapped Adolescents from Education to Rehabilitation: A Needs Assessment Process and Conference Report.

Designed to assist administrators in identifying relevant issues, this report is one of three documents recommended for use in the development of a local level linkage system for the referral of severely handicapped students from education to rehabilitation. It presents materials from four regional meetings at which parents, administrators, supervisors, teachers, work-study coordinators, and counselors working with low incidence and severely handicapped students participated. (The needs assessment process at each meeting included identification of goal statement, identification of events necessary to achieve goal, conducting and analysis of likelihood and impact of each event, and development of activities.) Section 1 identifies the central issues related to linkage development: prevocational and vocational training; personnel preparation; interagency cooperation and coordination and impact on service delivery systems; and interagency cooperation and coordination and impact on direct service provision. Section 2 categorizes, according to one of the four central issues, the 41 events workshop participants identified as needing to occur to achieve the stated goal of easing transition of severely handicapped adolescents from education to rehabilitation. For each event statement are listed strategies, effects of achieving event, and consequences of not achieving event. Section 3 lists events generated by participants at each regional meeting, results of the likelihood-impact analysis, and participants. (YLB)
