The Louisiana State Department of Education (LSDE) competency-based education and accountability effort includes, as an integral component, a Compensatory/Remedial Education Program. The primary purpose of the program is to provide special instruction to those students who fail -- or, who are at risk to fail -- to meet the state's minimum standards, as assessed by the upcoming Test of Basic Skills. The first year's implementation of this program consists of building a research database on a variety of compensatory/remedial instruction models for second-graders at risk for failure to meet the minimum standards. Seventeen projects were awarded funding, of which two were planning projects, 13 were pilot projects, and two were demonstration projects. It is intended that this evaluation report will provide information required to select the most promising of these models for larger-scale implementation and demonstration. The two projects approved for planning and training of personnel excelled in precisely those areas, and seven of the 15 pilot and demonstration projects demonstrated at least suggestive positive effects on student achievement in one or more skill areas.
