The document consists of the final report of the PEEEC (Project for Early Education of Exceptional Children) Outreach program, a program to stimulate high quality programs for preschool handicapped children and families in Kentucky. Following a definition of terms are sections outlining goals, objectives, and activities of three program components--project development and administration, demonstration/dissemination, and training and technical assistance. The following section includes tables, narratives, and statistical data on the impact of the program in terms of awareness, product development/distribution, training, site simulation, and state involvement. Appendixes, which make up the bulk of the document, include the following: sample forms and newsletters, a needs assessment instrument, a form for evaluation of training/technical assistance, sample report forms from various sites, a paper titled "Education and Related Services for Young Children with Special Needs in Rural America" by R.
