This is a needs assessment of educationally disadvantaged students in Seattle, Washington for 1976-77. The report includes data on the following: (1) the distribution of low achievers by grade, sex, ethnic group, and school administrative area; (2) the distribution of achievement test scores of low achievers by subject, grade, and administrative area; (3) the relationship between socioeconomic factors and academic achievement among low achievers; (4) the rate of student transfer from various attendance areas; (5) the perceptions of parents, teachers and administrators regarding which grade level should receive the highest priority in educational services; and (6) the perceptions of parents, teachers and administrators concerning the problems of low achievers and potential solutions. A discussion of the findings concludes the paper. (APM)
