Alternatives for Financing School Facility Construction in Eugene Public School District 4J.

This report identifies and evaluates alternative funding mechanisms for financing school facility construction in Eugene Public School District 4J. Responding to the facility areas of the district over the next 20 years, the reasons for understanding the study can be classified as economic, demographic, social and political. In three major sections the following are discussed: (1) mechanisms for financing new school construction; (2) case studies of innovative funding; and (3) recommendations for selecting an appropriate set of mechanisms for School District 4J, the advantages and disadvantages of each mechanism along with an assessment of the legality and political viability of each. An attempt is made to recommend the appropriate set of mechanisms for this particular district. The efficiency, equity and expediency of the solution is geared toward the school's financing allocating the tax burden fairly among the beneficiaries and that is politically advantageous and feasible for School District 4J.
