Nationwide surveys were administered to public administrators and librarians at the building and district levels in public elementary and secondary schools, and mail and phone surveys of textbook officers in the 22 states with statewide adoption procedures, to gather data on challenges to library and instructional materials. Specific information sought concerned: (1) materials selection procedures and policies for public school classrooms and libraries; (2) the nature, extent, and magnitude of challenges to these materials and to selection policies and procedures; (3) how these challenges have been resolved; and (4) the affect of resolutions challenges on curriculum content, materials selection, and teaching methodology. Responses received from 25 percent of the approximately 7200 public administrators and librarians responding were selected to represent the four main geographic regions of the United States and adoption nonadoption states. Selected questions were cross tabulated. In addition to mail and phone surveys, 19 of the 21 textbook officers sent copies of state regulations and/or guidelines on books and materials selection.
