Five position papers developed by the Division for the Visually Handicapped, Council for Exceptional Children are presented. N. Bryant, in "The Continuum of Services for Visually Impaired Students," outlines program alternatives for visually impaired students. S. Spungin ("The Role and Function of the Teacher of the Visually Handicapped") considers such aspects as assessment and evaluation, educational and instructional strategies, guidance and counseling, and administration and supervision. In "Specialized Certification," J. Stager cites legal requirements for specialists to help provide a free appropriate public education. "Funding" is the topic of the paper by E. Long which considers such topics as administrative responses to generic funding. In the final paper, "The Role and Responsibility of the State Education Consultant for the Visually Handicapped," the State Education Consultants for the Visually Handicapped suggest an array of roles and training requirements for consultants.
