This document is designed to assist Oregon school districts to develop and implement student record policies in accordance with state and federal legislation. The first section provides guidelines for maintenance and control of and access to student records. Section two provides a model policy statement for school boards to consider when adopting their own policies; it covers boards' legal responsibilities, conditions for information release, right to hearing, notification, record retention, and destruction. Section three presents the federal requirements embodied in the Family Education Rights and Privacy Act. The final sections present federal rules on educational records and a summary of Oregon state laws and administrative rules. The appendices provide sample forms, a record retention and destruction schedule, and a technical assistance paper regarding the confidentiality of special education records. (JEH)
