Project Citywork: An Evaluation of a New York City Experimental Youth Employment Training Program. Volume II.

Project Citywork was a demonstration project to provide employment for disadvantaged youth, and at the same time to determine which kinds of programs tend to work, and which do not. The program included work experience in nonprofit agencies; on-the-job training in the private sector; supportive services including counseling and classroom training, and job development. Besides the six agencies involved in setting up and administering the program, 19 community agencies were involved in conducting the project for about 800 youth. The overall placement rate (in unsubsidized) employment was 41 percent. Analysis of program outcomes showed that in terms of participant characteristics, clients most likely to find employment were older, relatively less economically disadvantaged, non-black, high school graduates, reading at eighth grade level or higher, and testing in math skills at seventh grade or better. In terms of program components, those with high placement rates were likely to have had the following: two five-six-month rather than one eleven-twelve-month program cycle; a high staff-to-participant ratio; good staff morale and low turnover; a parent agency which provided access to work experience and an encouraging environment; provision of work experience in the nonprofit sector rather than in the private sector; a program that offered remedial education in combination with extensive classroom skills training; and a program that was oriented toward the realities of the current job market, especially skills training in the clerical field.
