The School Improvement Project of the New York City Public Schools.

This report describes the New York City School Improvement Project, a program designed to help participating schools to improve their instructional effectiveness through school based planning groups that represent the schools' constituencies. The project design and procedures for determining the needs of individual schools are discussed, as are evaluation methods of the project's results. A case study report is presented that details various organizational factors that were found to be associated with student success in the elementary schools reporting data. These factors include: (1) strong administrative leadership; (2) instructional emphasis on basic skills; (3) a school climate conducive to learning; (4) high teacher expectations of student performance; and (5) ongoing assessment of student progress.
