This manual is designed to benefit those interested in the improvement of small programs, focusing on techniques used to check on a program's goal achievement. A small program is defined, for the purpose of this manual, as one that affects a limited number of students (less than 100) and is taught by a limited staff (5 or less) with limited or no special funding (less than $5,000). The step-by-step format is structured according to seven "tasks." These tasks include the following: (1) Decide What to Evaluate; (2) Define Goals and Objectives; (3) Determine the Evaluation Technique for Each Objective; (4) Develop Needed Instruments; (5) Review Your Evaluation Design; (6) Data Collection; (7) Summarize the Results; (8) Write the Evaluation Report; and (9) Make Decisions About Your Program Based on the Evaluation Results.
