Project BAIL-OUT was conceived as a means of designing and implementing a linkage/outreach model to meet needs of adult basic education (ABE) students in Armstrong and Indiana counties, Pennsylvania. Such an approach would lead to contact and cooperation between the ABE program and business, industry, and human service organizations in these largely rural areas. The cooperative effort with the ARIN (Armstrong-Indiana) Adult Learning Center would make available to eligible adults the means to secure training to become more employable, productive, and responsible citizens. Steps taken included (1) compilation of a list of businesses, industries, civic groups, and human service organizations; (2) formation of advisory group; (3) formulation of orientation package, (4) establishment of linkage/outreach agreements; and (6) implementation of a pilot on-site basic education classroom program. (Attachments, amounting to over one-half of the report, include materials from the orientation package, including course offerings, adult education from the employee's and employer's viewpoints, and copy of center newsletter; sample linkage agreement; and list of linkage/outreach contacts.)
