This book presents an organizational model for reading program development. Following an overview of the program-planning/needs-assessment design, two sections of the book explain the step-by-step procedures of the model, focusing first on program planning, then on needs assessment. The section on program planning discusses ways of identifying and evaluating reading program goals and objectives, instructional objectives, teaching/learning activities, program modifications, evaluation procedures, staff development, test information, and parent, community, and business involvement. The section on needs assessment offers information and forms for surveying student attitudes toward reading, conducting student interest inventories, evaluating student learning modes and processing styles, and surveying participants in the program, including teachers, instructional assistants, parents, and the community. Appendixes contain staff development interaction worksheets, statements of skills and objectives for reading instruction in kindergarten through grade six, and the steps involved in writing a plan of action for a reading program.
