Personalizing Education Through Staff Development at the School Site Level. Project Evaluation Report 1977-80.

The purpose of the staff development project in Mt. Diablo Unified School District is to personalize management for school improvement. This report describes how the project staff developed both a strong process (individual sites) and product (aggregated data across sites) evaluation component. In the process evaluation section, technical assistance activities offered to individual sites by the district are described. Next, personalized implementation procedures (development of plans and site visits) are explained. Finally, a presentation of the goals, activities, and products at each of 27 elementary and secondary sites are summarized in capsule form. Five of the sites are included as case studies. In the product evaluation section, data across sites is shown for three types of measures: school climate, student achievement, and level of participation. Data indicate that the district as an entity benefitted from the project. The impact of staff development upon standardized measures of student achievement at the elementary school level was assessed at 2 of the 3 first year schools and at 5 of the 7 second year schools. A checklist of 22 criteria for institutionalization of this project was devised and schools were rated by a set of participants. (RL)
