Public Policy: The Washington Connection. A Case Study: The Foreign Language Liaison.

The two parts of this article are a survey of educational interest groups in Washington and a description of the operation of the liaison office that was created in 1980 by the Joint National Committee for Languages (JNCL). The general part of the discussion focuses on: (1) characteristics of interest group behavior; (2) perversities of education lobbying; (3) the stages of the policy process as proposals move through legislative committees; and (4) strategies for dealing with the executive branch of government. The section on the case study describes the language liaison office and outlines steps individuals and groups have to take if they want to influence legislation. (AMH)
