A Blueprint for ACTION.

This document provides a "blueprint for action," based on the findings of Pathways to Employment II, a national meeting designed to identify local, state, and national strategies for improving the opportunities available to disabled youth for education, training, and employment. Following a statement of the problem, and a summary of the administrative and legislative recommendations, and recommendations to the education community and to the handicapped public, the booklet presents local, state, and national strategies. Each strategy area is accompanied by a list of the barriers to the handicapped in that area, a recommendation of what should be done, a statement of how it can be done, and a statement of who has to take the action. Strategies are developed for overcoming barriers to the handicapped in the following areas: financing, personnel preparation, programming, legislation, parents and advocacy groups, materials, interagency cooperation, employers, unions, accessibility, consummers, testing and evaluation, attitudes, insurance, and sheltered workshops. The publication also offers a description of how a similar meeting could be held on the state or local level, and provides a list of workshop delegates to Pathways II. (KC)
