Evaluation of Coordinated Cooperative Education Programs in Clearfield, Fulton, Schuylkill Counties (2nd Year). Final Report.

Three county-wide coordinated cooporative programs in Pennsylvania were evaluated to determine their impact upon high youth unemployment and dropout rates, to obtain student and employer attitudes toward the program, and to ascertain bow well they meet their objectives. Current students (335), graduates (193), guidance counselors (25), and employers (4 to 5 from each county involved) were surveyed by personal interview or questionnaire. In addition, on-site visits to employment sites were made and meetings of county-wide coordinators and state research coordinating units were held to further evaluate each program. Data from all four groups surveyed indicated that the programs were operating effectively and efficiently. The graduates and current students surveyed felt that the program had a definite effect on lowering dropout and unemployment rates. Employers called for a more coordinated effort. Recommendations included expanding the county-wide concept, further follow-up in the area of sex equity, expanding the cooperative vocational education approach to include more students in diversified occupations, expanding ways to maximize the job development process, and conducting further research on the effects of CETA and targeted tax credit legislation on cooperative education student placement.
