The goals of the Elementary and Secondary Education Act Title I program operated by the Public Schools of the District of Columbia were to provide disadvantaged children with supplemental instructional services to improve their performance in reading and mathematics and to support their affective and psychomotor development. This volume of the four-part evaluation focuses on the effectiveness of the instructional services provided to 15,000 students in grades K-7 during the 1978-79 school year. Instruction was provided in the classroom, in a laboratory setting, and/or in tutorials. For the evaluation, reading and mathematics achievement data were analyzed for grades 1, 2, 3, 4, and 7. Findings indicated that all grade levels exceeded program objectives for achievement gains, except grade 7. An appendix to the report explains the process of converting grade equivalent scores to Normal Curve Equivalents. (MK)
