The Development and Implementation of a System to Facilitate the Interviewing of Potential Teachers by Heads of Elementary Administrative Units in the Sacramento City Unified School District, Sacramento, California.

The purpose of this practicum was to develop and implement a validated interviewing process to aid managers of administrative units in selecting certified elementary school personnel. Such a process would facilitate the effectiveness of administrative managers in following approved city, state, and federal employment guidelines during the personnel selection process, which is increasingly affected by declining enrollment, surplus personnel, an overabundance of new teacher candidates, and possible grievances due to unlawful interview practices. Gathering information for the program included: reviewing pertinent literature, consulting with personnel directors, and getting needs assessments from site administrators. Through workshops and inservice interviews with site managers, recurring problems were discovered. An interviewing system was developed for district use and was implemented in an elementary school. There was a 100 percent decrease in the number of district lawsuits and grievances attributable to unlawful use of interviews over a one year period.
