The Development and Implementation of a Staff Development Program for Uncertified Teachers in the Field of Early Childhood Education.

This practicum report describes the development and implementation of an inservice program for four teachers who, in order to meet Federal integration guidelines, were given kindergarten assignments for which they were not certified. Comparison of test scores of disadvantaged kindergarten children taught by trained and untrained teachers revealed substantial differences in Philadelphia Readiness Test performance and Developmental Behavior Checklist (DBC) ratings. Subsequently, an informal survey was conducted to identify the teachers' needs for inservice training in early childhood development and curriculum administration. A staff development program was then planned for the teachers. The major objective of the inservice program was to train the teachers to administer a comprehensive early childhood curriculum. Teacher training activities included (1) group workshops, study sessions and seminars; and (2) individual on-site consultation/demonstration, and planning and analysis of instructional strategies. The children in the classrooms of teachers receiving training were tested periodically in order to obtain formative and summative evaluation data. Among the results, 70% of the children in the classes of the teachers served improved in reading and mathematics skills as determined by the Stanford Early School Achievement Test and 75% of the children mastered skills indicated on the DBC. Contents of this report also include an overview of kindergarten curriculum areas on which inservice interventions were based and appended related materials. (Author/RH)
