Based on a three-part study conducted by the San Diego Community College District (SDCCD), this report presents recommendations for the cost-effective utilization of audio-visual (AV) equipment. The report first details the study's methodology, which involved a survey of the AV management practices at 10 California community colleges, an examination of AV policies at SDCCD, and interviews with district AV personnel. After a discussion of ways the study could have been revised, the report outlines steps to be taken for improving AV management: (1) pooling, coding, and maintaining inventories of all AV items at a centralized location; (2) developing a centralized AV check-out system; (3) developing a cost-avoidance system which, through monthly usage reports, compares actual usage with potential usage for each AV item; (4) using this information in determining standards for optimum allocation of the AV budget; and (5) establishing a district-wide committee to coordinate AV policies and control purchases. Finally, the report discusses miscellaneous concerns, including the use of historical data to track purchase and maintenance costs over time, the desirability of a centralized repair center and the time involved in implementing the recommendations. Findings for each of the study components are appended. (JP)
