This is the final report of the Using the Second "R" Project, which was designed to provide elementary school teachers in the Cleveland (Ohio) public schools with a kit of instructional strategies and evaluative instruments for use in the development of their students' creative writing skills. The report contains a narrative account of the needs assessment that prompted the project; a description of the project, its goals and outcomes; dissemination information; conclusions and recommendations from the evaluation study; and a description of the implementation of the project in fifth grade classrooms. Among the items provided in the extensive appendixes are: (1) a sample lesson, (2) contents of the writing kit, (3) unit tests, (4) tables of test results, and (5) copies of letters and forms used in the project.
