This manual provides a common philosophy of preservice teacher preparation and a framework that can be utilized for the design of preservice teacher preparation programs in reading on the elementary school level to achieve the goals and objectives of the national Right to Read office. Discussion concerns (1) the establishment of a Right to Read Task Force, (2) the assessment of the present teacher preparation program, (3) the identification of need for change, (4) the identification of program objectives and performance objectives for each prospective teacher, (5) a review of effective Right to Read programs and their effective components, (6) the planning and designing of a Right to Read program, (7) methods and materials for preservice teacher preparation, (8) the implementation of a Right to Read program, (9) evaluation of Right to Read preservice training programs, (10) followup, and (11) institutionalization of the Right to Read program. Appendixes include performance objectives, evaluation methodology, introduction to methods of teaching reading (training module) evaluation processes, and a follow-up questionnaire. (HOD)
