The Vocational Education Study: The Interim Report. Vocational Education Study Publication No. 3.

A study examined the effects of the 1976 Amendments to the Vocational Education Act of 1963 on the state distribution of federal funds, state planning, and state evaluation. The difficulty of determining the effects of vocational education on participants was also treated. Consultant, technical, and liason committees consisting of representatives of non-governmental vocational education organizations and associations commissioned extramural contract research and case studies and coordinated these with existing data and information sources. A total of twenty-nine states were included in the study. Data revealed the following: (1) the existence of overlapping and contradictory funding distribution requirements arising from contradictions in the amendments and from their ambiguity, (2) little evidence that the implementation of planning requirements effected any substantial changes, (3) a general strengthening of state evaluation capabilities with more emphasis on program quality than on outcomes, and (4) difficulty in determining the effects of vocational education programs because of the many factors other than school curriculum which affect student achievement.
