This guide introduces Title I of the Elementary and Secondary Education Act as it operates in the City of New York. The majority of the report is devoted to a description of how Title I programs are funded and administered. Attention is devoted to each of the four levels of government involved in Title I administration: The Federal government, the State Education Agency, the Local Education Agency, and the community school district. Additional sections of the report discuss budgeting funds, how funds can be used, and the advisory role played by parents.
