The Home Language Reform: A Summary.

In this memorandum the National Immigration and Naturalization Board of Sweden has summarized recent legislative reforms providing home language training and home language lessons for immigrant children and children belonging to linguistic minorities. (A single definition of "immigrant children" has been applied throughout Sweden since 1977. An immigrant child/pupil is a child/pupil coming from a home where either or both parents/guardians are of foreign descent and do not speak Swedish as a native language.) The material has been compiled in order to inform immigrant associations, immigrant service bureaus and other interested parties. The purpose of home language training/home language lessons is to maintain and develop the pupil's knowledge of the language (other than Swedish) he or she employs in his or her everyday surroundings. Contents of the memorandum include (1) designation of persons entitled to receive training or instruction; (2) stipulation of the duties of municipal authorities; (3) delineation of resources at the preschool level; (4) discussion of the role of home language teachers; and (5) brief overviews of the content of home language teacher training, training of bilingual preschool teachers, and special class teacher training for applicants speaking Finnish as a native language.
