The Wisconsin Department of Public Instruction originated and produced this guide to provide a resource for comprehensive kindergarten through twelfth grade reading program development. The chapters are presented in a sequence which gives emphasis to the belief that the people guiding the reading program--individual teachers and administrators--are key to the development and maintenance of a sound elementary-secondary reading program. Chapter one presents the rationale for adopting a reading program for the elementary and secondary grades. Chapter two suggests a way for building reading program leadership in local school districts. It identifies the groups that must be involved in program building and some steps for effective decision making by district leadership. Chapter three offers a logical sequence of activities that should comprise a comprehensive reading program. It addresses elements of reading program planning, implementation, and evaluation in a broad context to allow for local district variations. A special feature of the guide is that chapters two and three list related questions intended to stimulate and highlight discussion of pertinent issues. (RL)
