The Guidelines for the Evaluation and Classification of Schools and Districts in New Jersey.

New Jersey requires an annual evaluation and classification of schools based on: development and implementation of an educational plan, achievement of statewide standards in basic skills, and compliance with state and federal laws and regulations. Guidelines for the evaluation criteria and procedures are given. Data are collected through the monitoring of schools and districts by county office staff, annual school district reports, mandated evaluation reports, results of annual testing of basic skills, and on-site visits. Steps in developing a plan include setting local goals, providing for public involvement, planning for needs assessment, and requiring program improvement efforts. Both state and local school districts establish criteria to evaluate the implementation of this educational plan. Each district with students below state minimum standards is required to develop a basic skills improvement program, which is evaluated annually by the school district and monitored by the county offices. Students in need of remediation must receive proper help. Since compliance with state and federal regulations does not apply equally to all districts, evaluation criteria are in four general categories: provision of mandated services to eligible students; appropriate use of funds; compliance with required programs; and compliance with all specific criteria in applicable regulations.
