Comparison of Performance on the Cognitive Skills Assessment Battery with First Grade Reading Achievement.

The 1978 South Carolina Basic Skills Assessment Act mandated that a readiness test be administered to each beginning first grade student, and that the results be used to plan appropriate instruction. The Cognitive Skills Assessment Battery (CSAB) was selected for this purpose. This study was designed to determine if the CSAB provides adequate information for diagnostic/instructional decisions in first grade. All first grade students in two schools in northern South Carolina were administered the CSAB; were administered the Comprehensive Tests of Basic Skills, reading subtests; and were rated by their teachers on reading achievement. According to the findings of this study, the CSAB does not appear to provide adequate information for diagnostic/instructional decisions in first grade. Mean scores distinguished more between black and white students than between students just beginning first grade and students completing first grade, raising a question of cultural bias; the cutoff score did not adequately distinguish between "Ready" and "Not Ready" students; and items on the CSAB did not appear to be representative of necessary pre-reading skills.
