State of Wisconsin Annual Evaluation Report, ESEA - Title I Migrant Education Programs, Fiscal Year 1977.

To fulfill Wisconsin's responsibilities for reporting to the federal government and to share information on Wisconsin's Title I Migrant education projects, end-of-project evaluation reports were submitted for each project and were based on data in Title I grant applications and Migrant Student Record Transfer System data. Wisconsin operated 20 school year and 14 summer Title I Elementary and Secondary Education Act migrant education projects in fiscal year 1977, serving 2,806 students (63% true migrants, summer school project participants aged 6 months to 20 years, school year project participants aged 4 to 18 years). Of all students served, 71% were 5 to 17 years old. Most of the school year programs employed teachers and/or aides to tutor students in reading and math, while summer programs added cultural enrichment, physical education, and vocational education components. Few fall term programs and almost no summer programs provided objective data reflecting the impact of program services on student language or mathematics ability; however, evaluators did observe improvement in student achievement and/or attitudes. Project administrators indicated the most satisfaction with food service and student recruitment and the least satisfaction with parent involvement and evaluation procedures. Also reported are project administration, student mobility, funding, staffing, bilingual instructional status, inservice education, parent involvement, coordination with other programs, and descriptions of individual programs.
