Interorganizational Arrangements for Collaborative Efforts: Project Studies.

This paper reviews 11 studies dealing with collaborative organizational arrangements and investigates 26 projects involving such arrangements. The 11 studies identified as relevant to the work of conceptualizing a regional grants program include patterns of information useful for planning in the areas of organizational communication, definition of improvement of practice, evaluation of existing networks, and potential problem areas. The study of currently functioning grants produced useful information on new approaches and led to the following generalizations: successful cooperatives tend to focus on and organize for important reasons, the impetus for formation of a collaborative varies widely, collaboratives utilize widely differing strategies to achieve efficient delivery of services, and timing for a collaborative effort is critical.
