This guide outlines the procedures used by STRIDE (Service, Training, and Research in Desegregated Education) to plan, deliver, and evaluate technical assistance services to school districts. STRIDE provides services directed toward assisting school districts in reducing or eliminating the effects of racial and sexual discrimination and isolation. The purpose of this guide is to enable STRIDE staff members and client school districts to cooperatively develop and implement a long-range plan for continuous, systematic assistance. The introduction to the guide describes the operational principles and techniques developed by STRIDE. The second section outlines a 12-step planning process, and the third section describes evaluation. A conclusion is followed by appendices containing guidelines and checklists for the reports, interviews, and reviews undertaken during the planning process. (Author/MK)
